In less than two weeks, more than 2,500 people applied for the 93 affordable apartments at One Church Street, San Francisco. A one-bedroom apartment in the complex rents for $690 a month; three bedrooms rent for $1,080, according to the nonprofit builder. Nineteen units were set aside for low-income families who qualify for the Section 8 housing subsidy program, and another 12 went to people with AIDS.
