Because local governments believe new residents put a strain on public services, Maryland builders are having a tough time getting the land they need for residential projects. Jurisdictions are limiting how many homes can be built on each acre of land, and builders say this has dramatically boosted property prices because the supply of available homes has failed to keep pace with demand.
